Pre-Consultation Request for Official Plan Amendment,

Zoning Bylaw Amendment, Plan of Subdivision, Site Plan Control or Consent

Purpose

The City of Burlington requires that you have pre-consultations discussions with City and Agency Staff before you submit your consent application. 

The City of Burlington recommends that you have pre-consultation discussions with City and Agency Staff before you submit your application for:

• Official Plan Amendment
• Zoning Bylaw Amendment
• Plan of Subdivision
• Site Plan Control

 Overview

Pre-Consultation forms require supporting studies and information to help Staff review and consider your development proposal. The City’s Official Plan determines what supporting information or materials are needed for each pre-consultation form type. Staff also consult with outside agencies such as Halton Region, and if required, Conservation Halton, as part of the pre-consultation process.

The City may not accept a Pre-Consultation request if all information and fees are not provided when requested after your request is submitted.

Pre-consultation Fee

The fee to hold a pre-consultation meeting is in the City of Burlington Development Application Fees Schedule. Your pre-consultation fee can be credited towards your future application if it is made within 12 months of your formal pre-consultation meeting date. Once your pre-consultation form has been recieved you will recive information on how to complete the fee payment with a reference number to correspond with.

The comments/requirements in the Development Application Pre-Consultation Form are valid for 12 months from the date of the formal pre-consultation meeting. At the discretion of the Supervisor, an update to the pre-consultation package can be requested, with appropriate justification, that may extend this for an additional 6 months, or a timeframe determined by the City.

If there are additional pre-consultation meetings, those fees cannot be credited towards any future applications.

If at the time of formal submission, an application is deemed to substantially deviate from the plans and/or submission materials discussed during the pre-consultation meeting, a new pre-consultation meeting, including fee, may be recommended at the discretion of the City. 

Process

To help City staff arrange a pre-consultation meeting, please follow these steps:

1. Submit these requirements:

• A completed copy of the Pre-consultation Request Form
• All supporting materials including a concept plan with: 
  • add 'North arrow'
  • site dimensions in metric
  • setbacks from lot lines 
  • setbacks from zoning lines 
  • floor area calculations
  • proposed and existing buildings
  • proposed and existing roads
  • location of known easements
  • pedestrian and vehicular access points
  • parking areas
  • landscape areas
• The pre-consultation fee, after the form has been reivewed and approved for a meeting. The fees are set as per the City of Burlington Development Application Fees Schedule
• Any additional supporting images, reports, studies or documents relevant to the application that may help with the review. 

2. City staff will schedule a pre-consultation meeting with City of Burlington, and commenting agencies as required, to discuss the development proposal. Meetings for Official Plan Amendments, Zoning By-law Amendments and Draft Plans of Subdivision are scheduled approximately 6 weeks from receipt of the pre-consultation request materials and typically take place on Wednesdays. The City will contact you directly with the date and time of your pre-consultation meeting. Meetings for Site Plan Control and Consent Applications are scheduled on an as-needed basis.
